Why proposals first
Proposal generation is the canonical hard problem of federal contracting: dense document inputs, layered compliance, high-stakes outputs, painful workflow. Solving it earns trust. It also produces the data layer everything downstream depends on — the requirements graph, the resource model, the traceability spine.
